Booking for BTO flats
I am not familiar with the booking system adopted for BTO flats, but I suspect, from this report, that the system is not working well. Read this report

It appears that for past booking exercises, the application is many times of the available flats and for the latest exercise, it has dropped to 1.4 times.

I wish to suggest another system for consideration.

Suppose x flats are available for booking in a particular exercise. This is opened to the people waiting for a flat. Suppose y applications are interested to book the flats. They are placed in the queue according to their application date (i.e. priority for those who waited earlier).

Each applicant picks an available flat. By going through this exercise, it should be possible for all the available flats to be taken up.

Suppose an application declines to take up any flat because he (or she) does not like the floor or the facing. This applicant can be considered for future booking, and a suitable penalty should be that their priority will be delayed by six months, i.e. their application date will be updated to 6 months later. The applicant will be penalized somewhat, but the penalty will usually be acceptable.

Under this booking system, it should be possible for all flats to be taken up, as the available flats can be offered to those at the end of the queue.

I wonder if my proposed booking system will work better than the current system.
