Cross-country comparative of electricity rates is fraught with difficulties because of presence of different causal factors. Eg -
1. Third world country rates tend to be low because they are heavily subsidized.
2. Countries with energy sources such as oil, gas, hydro, thermal, tend to have lower rates.
3. Countries that are heavily committed to sustainability efforts tend to have an intentionally forced higher rate.
