Ministry of Comm and Information Captcha
The government agencies provide Captcha that are quite troublesome to users providing feedback. 

It is difficult to tell the difference between the letter l and the number 1 or the letter O and the number 0. The fonts are also difficult to read. 

I never implement Captcha on the Feedback forms to my website. 
I get the occasional feedback generated by bots. I ignore them. I do not find it necessary to punish the ordinary folks just because of some stupid bots. But our SG government thinks otherwise.
