Exorbitant charge for data roaming

When I arrived in Jakarta, I received a SMS alert that my data roaming charge was $20. This was for downloading 2 MB of data. 

I thought earlier signed on a data package for 1 GB for $5, but I was not aware that the data package had expired. 

Why should the mobile operator charge $20 for 2 MB, which is 2,000 times of their package rate? 

I think it is reasonable for them to charge 5 or even 10 times of their package rate, but 2,000 times is clearly excessive. 

Does the regulator have anything to say about this? Is our regulator looking out to make sure that consumers are not being over charged excessively?
